Green Living in Rochester: Environmental Stewardship and Sustainability (Rochester Green Plan)

Introduction


As an environmental conservationist, I, Marcus C. Williams, am running for Rochester City Council to protect our city’s health and nature. Bright blue LEDs disrupt sleep and wildlife, while composting and recycling fail, and food costs burden our 26.2% in poverty. My plan switches to amber lights, improves waste management, promotes native gardens + pollinators, and launches home farming. Together, we’ll make Rochester greener.


Top Issues  

  1. Light Pollution: Blue LEDs harm health and nature.

  2. Waste Management: Recycling inefficiencies waste resources.

  3. Pollinator Decline: Lack of native plants hurts bees.

  4. Food Insecurity: High costs hit the vulnerable.


Action Items

1. Amber LED Transition  

  • 2026 pilot swaps 100 lights, funded by $500,000 grants.

2. Composting & Recycling Pilot  

  • 2026 bins for 1,000 homes, costing $100,000, with expansion.

3. Native Garden Promotion  

  • 2026 program for 500 gardens, funded by $200,000 grants.

4. Home Farming Program  

  • 2026 pilot for 200 gardens and 100 chicken sets, costing $150,000.


Feasibility  

  • Lighting, waste, gardens, and farming are viable with grants.


Expected Impact  

  • 40% less light pollution, 5,000 tons less waste, $500,000 saved.
