Introduction
Rochester’s economy can thrive when we lift up our own people. With 5.8% unemployment and a median income of $40,083, too many residents struggle to find good jobs, while local businesses lack the support to grow. Our city’s 26.2% poverty rate highlights the need for homegrown opportunity. I, Marcus C. Williams, am running for City Council to boost local small businesses and entrepreneurship. My plan offers tax help, a new business council, incubators for young innovators, and smarter city investment. Together, we’ll build a stronger economy for all.
Top Issues
Job Scarcity: 5.8% unemployment hits high-poverty areas hard.
Stagnant Business Growth: Local businesses need more support.
Regulatory Barriers: Old rules hinder startups.
Missed Youth Potential: Young people lack business opportunities.
Action Items
1. Local Business Tax Incentives and Grants
Tax credits (25%) and grants ($5,000–$10,000) for 50 small businesses in 2026, creating 200 jobs. Funded by 0.15% of $680.5M budget (~$1M) or NYS grants.
2. Create: The Rochester Business Development Council (RBDC)
9-member council reforms 50+ regulations by 2027, cutting startup costs 20%. Funded by $250,000/year.
3.Create: City Local Incubators
High School (50 students) and Young Adult (30) incubators start 2026, growing to 100 by 2028. Offers training and $2,000 grants, funded by NYS grants.
4. Micro-Grant Program
$1,000–$3,000 grants for 50 micro-businesses in 2026, adding 200 jobs. Funded by $250,000.
